NKY Gate Enhancement Project

In early 2023, TC Energy's Columbia Gas Transmission (TCO) acquired about 51.5 miles of natural gas infrastructure in Northern Kentucky and Southern Ohio from Kentucky Ohio Transmission, a Duke Energy Corporation subsidiary. Originating in the 1950s, this infrastructure expanded from one pipeline to three in Campbell, Pendleton, and Bracken Counties, Kentucky.

Following the acquisition, TC Energy updated field markers and meter tops to match our standards and conducted surveys to ensure the system's integrity and reliability.

As a result, TCO proposes the NKY Gate Enhancement Project to modernize the acquired system and meet the growing natural gas demand in the region. The project aims to increase reliability and delivery capacity, with completion targeted for November 2028. It will require the approval from the Federal Energy Regulatory Commission (FERC) under Sections 7(c) and 7(b) of the Natural Gas Act.

We have started community outreach for the proposed project to allow ample time for community engagement and receive feedback from landowners along the project route and the community. We intend to submit an application to FERC in Q2 / Summer 2025 for approval of the replacement project.

Our project will undergo thorough review by the Federal Energy Regulatory Commission and other relevant federal and state agencies. Feedback gathered during this phase will influence the choice of project route before we submit our application. Following the submission, all landowners and stakeholders will receive further information regarding the FERC process and opportunities for additional engagement.

PROPOSED PROJECT SCOPE

The proposed Project scope includes replacing and upgrading 51.5 miles of existing 20-, 24- and 26-inch pipeline installed in the 1950’s with 29.2 miles of new 30- and 36-inch pipeline, in addition to modifying and upgrading existing meter stations across Campbell, Pendleton, Bracken and Nicholas Counties. Once completed, the Project will increase reliability and improve deliveries to facilitate the growing demand for natural gas in the Northern Kentucky and Southern Ohio regions.

The Project consists of:

  • Installation of approximately 24.2 miles of new 36-inch steel coated pipeline in Campbell, Pendleton and Bracken Counties in Kentucky.
  • Installation of new 36-inch launcher/receivers at each end at Foster Station and near the Ohio River.
  • Installation of four new 36-inch mainline valves.
  • Installation of a five mile, 30-inch pipeline to connect two existing segments of the EM-7 pipeline between Carlisle Station and VS-215 Station in Nicholas County, Kentucky, effectively bridging a gap in the current EM-7 system. The Lift and Lay method of construction will be utilized within Columbia’s existing easements, where possible.
  • Multiple existing meter stations will be modified and upgraded in Campbell, Menifee, Bracken and Pendleton Counties in Kentucky.
  • A majority of the existing 51.5-miles of 20-, 24- and 26-inch KOT pipeline is to be abandoned-in-place. The removal of approximately five miles of existing 14-inch EKY pipeline between Carlisle Station and VS-215 will be abandoned and removed via Lift and Lay construction. To ensure continued natural gas deliveries and avoid service disruptions, all existing pipelines will remain in service until after the new 36- and 30-inch pipelines are installed and in-service.
